69GWh! Energy storage bidding in November hits a new high
In November 2024, the CESA Energy Storage Application Branch Industry Database included a total of 265 new energy storage bidding projects, including EPC (including equipment), PC, energy storage system (including DC side) procurement, battery cell procurement, capacity leasing and other biddings reaching 13.46GW/69GWh, and the scale of bidding demand reached a historical high.
The scale of energy storage system procurement bidding was the largest, reaching 35.17GWh, up 336.7% from the previous month, of which centralized procurement/frame procurement reached 30.5GWh;
The EPC/PC (including equipment) bidding scale reached 24.2GWh, up 87% from the previous month;
The bidding scale for the energy storage capacity leasing project is 382.026MWh.
In addition, the scale of centralized procurement of energy storage cells exceeds 8GWh.
Many central enterprises start centralized procurement/frame procurement in 2025
In November, a number of central enterprises launched the centralized procurement of energy storage systems/battery cells/frames for 2025. The largest procurement was the China Power Construction Corporation's 2025-2026 energy storage system equipment framework centralized procurement project, with an estimated total procurement volume of 16GWh, including the company's 2025-2026 domestic and overseas independent investment projects required for energy storage system equipment. The nominal capacity of lithium iron phosphate battery cells is ≥280Ah, the overall efficiency of the energy storage system is ≥85%, the overall quality assurance period for the energy storage system (including batteries) is 5 years, and the battery production date must not be more than 3 months earlier than the actual delivery date of the project.
Huaneng Group has also launched a framework agreement to purchase 4GWh of energy storage systems in 2025, including 3GWh of centralized energy storage systems and 1GWh of distributed modular and string energy storage systems.
CGN New Energy has released a framework procurement plan for 10.5GWh of energy storage systems in 2025, including 4.5GWh of grid-connected energy storage systems and 6GWh of grid-connected energy storage systems. This procurement plan also explicitly states that it will not accept second-hand batteries or inventory batteries with a production date greater than 90 days.
China Energy Construction Energy Storage Technology (Wuhan) Co., Ltd. has also launched a tender for the procurement of battery cell frames for 2025, with an estimated capacity of 6GWh, including 1GWh of 1C square aluminum shell lithium iron phosphate batteries, and 5GWh of 0.5C and 0.25C square aluminum shell lithium iron phosphate batteries.

Inner Mongolia and Xinjiang lead the country in terms of bidding scale
In November, the scale of energy storage bidding in Inner Mongolia and Xinjiang exceeded 1.5GW/5.5GWh, far ahead of the rest of the country. The scale of energy storage bidding in Inner Mongolia reached 1.57GW/5.67GWh, leading the country, accounting for 18.54% of the bidding projects with clear construction locations nationwide, with an average duration of 3.6 hours, of which the bidding capacity of 4h energy storage projects accounted for more than 87%.
In November, Xinjiang issued a tender notice for a total of 1.79GW/5.51GWh energy storage projects, accounting for 18.36% of the capacity, with an average energy storage duration of 3.08 hours. 4h energy storage tender projects accounted for more than 60%.
In November, the scale of energy storage bidding in Hebei and Shandong exceeded 2GWh, and the scale of energy storage bidding in seven provinces including Henan, Guangxi, Shanxi, Ningxia, Liaoning, Qinghai and Jiangsu was above 1GWh. The energy storage bidding in Gansu and Guangdong in November also exceeded 900MWh.
